If you're already a licensed barber in another state and moving to Texas, you don't automatically have to redo 1,000 hours of school and retake the exam. TDLR has a process for it — officially called [licensure by equivalence](https://www.tdlr.texas.gov/barbering-and-cosmetology/individuals/out-of-state/). Here's exactly how it works, sourced from TDLR's own published rules and application instructions.

## How it actually works: "substantial equivalence," not a state list

Texas Occupations Code **Section 51.4041** lets TDLR waive a license prerequisite if an applicant already holds a similar license from another jurisdiction that either has substantially equivalent requirements, or has a formal reciprocity agreement with Texas. For a handful of professions — air conditioning/refrigeration, auctioneers, electricians — TDLR has negotiated actual state-by-state reciprocity agreements. **Barbering and cosmetology isn't one of them.** Instead, TDLR reviews each out-of-state applicant's training and exam history **case by case** to decide whether it's "substantially equivalent" to Texas's own requirements. That review is the entire ballgame: equivalent, and Texas's hours/exam are waived; not equivalent, and TDLR can require you to complete additional training and/or pass an exam anyway.

## The application & fee

- Form **BAC-LIC-003**, "License by Reciprocity Application" — despite the name, this is the form used for the equivalence review described above.
- Application fee: **$100**, non-refundable, paid by cashier's check or money order to TDLR. No cash.
- You must meet all requirements **within 12 months** of the filing date, or you'll need to file a brand-new application and pay the $100 fee again.

## Required documents

- A copy of your **current out-of-state license** — must be active, in good standing, and not expired.
- A **letter of certification** from the licensing agency in the state where you're currently licensed, kept in its original sealed envelope. You request this directly from your state; most states charge their own fee for it.
- If you trained through an **apprenticeship** rather than a barbering/cosmetology school, a transcript of hours or your course completion certificate.
- A criminal history disclosure (minor traffic violations don't count) and a disciplinary-action history disclosure, each with its own questionnaire if you answer yes.

## Military service members, veterans & spouses

Barber licenses are one of the small list of license types TDLR has explicitly pre-approved for its military out-of-state [license transfer program](https://www.tdlr.texas.gov/military/transfer.htm). The process is similar but not identical to the standard reciprocity application: you file a **Military Supplemental Application** alongside your paper license application, and — unlike the standard $100-up-front process — **no fee is required with the initial application**. TDLR only requests payment after it approves the application. You'll also need documentation of military status (a DD-214, NGB-22, or military orders) and, for spouses, proof of marital status.

## What TDLR doesn't guarantee

Substantial-equivalence review is genuinely case by case — TDLR does not publish a definitive list of "equivalent" states for barbering, and approval depends on your specific state's hour requirements, curriculum, and exam. If your out-of-state training comes up short on TDLR's review, expect a requirement to complete additional hours and/or pass an exam before your Texas license is issued.

$100, non-refundable, cashier's check or money order to TDLR.

### What documents do I need?

Your current out-of-state license, a sealed letter of certification from that state, and (if apprenticeship-trained) a transcript or course certificate.

### How long do I have to finish the process?

12 months from filing, or you have to refile and pay again.

### Is there a military path?

Yes — barber licenses are pre-approved for TDLR's military transfer program, with no fee due upfront.
