The answer is the cortex. The cortex is the middle layer of the hair shaft and holds its strength, elasticity, and natural pigment.
The cuticle is just the outer protective layer, and the medulla is the innermost layer, sometimes missing entirely in fine hair. Since natural color comes from melanin granules stored in the cortex, it's the layer doing the heavy lifting for both structure and color.
