The answer is an elasticity test. Stretching a strand and watching how it responds tells you how strong the cortex is.
A normal, healthy strand can stretch up to about 50 percent of its length when wet and snap back without breaking. Porosity, density, and texture are all real hair properties too, but none of them is a direct read on cortex strength the way an elasticity test is.
