The answer is the medulla. It's the innermost layer of the hair shaft, and it's often missing entirely in very fine or naturally blond hair.
The hair shaft normally has three layers — cuticle, cortex, and medulla — but only the medulla is optional. The cuticle and cortex are always present regardless of texture or color, which is what makes the medulla the odd one out here.
