The answer is ingrown hairs, caused by improper hair removal. Cutting too close or against the grain with a razor, tweezers, or trimmer is a classic cause.
Whorls are just a natural hair growth pattern, not a shaving problem, and pustules or a general infection are a different issue altogether. When hair curls back and grows into the skin after a rough shave, improper removal technique is almost always the reason.
