The answer is the metal parts. Metal conducts electricity, so touching it on a running appliance is a real shock risk.
Plastic and rubber housings, and glass indicator lights, don't carry the same risk, which is exactly why appliance manufacturers wrap tools in those materials rather than leaving metal exposed. This is basic shop electrical safety, right alongside disconnecting by the plug instead of the cord.
