The answer is carbon-based material. It dissipates static charge instead of letting it build up in the hair.

Carbon-based combs are also stiff and resistant to heat and chemicals, which is why they hold up well in a working barbershop. Hard rubber and metal combs have their own tradeoffs, but neither one is built specifically for cutting static.
